The Brood Mother of Chaos

City-State: Wyrmspire (Population: 30,000; Government: Dictatorship)
Wyrmspire is ruled by the Brood Mother, who ascended to godhood by the worship of the various hidden cults that exist in the shadows. In public, Wyrmspire is run by various administrators who are often ignorant or uncaring of her influence, thinking themselves greater than (or at least safer from) the evil that permeates the land. It would be an oligarchy, but whenever someone flexes their muscle too much, agents of the Brood Mother drag them away in the middle of the night, never to be seen or heard from again. And so the others retreat, ruling their slums and the various mortals that live in the hovels. Most evils, whether they are roving bands of orcs, ogres and goblinoids, twisted aberrations or armies of undead, originate from Wyrmspire, but so far the other cities have been unable to come to an agreement as to how they should deal with its denizens. This is to say nothing of the Brood Mother herself, who rests at the center of the city’s rotten core, waiting for more “heroes” to feast upon. Wyrmspire society is split between gender-lines, with honorifics and titles divided among them: Those claiming femalehood are often in charge of their brood’s faith; Maidens are barely starting to better understand the ways of Chaos, led by Mothers who have imparted harsh lessons of the Mistress of Chaos upon them, who labor under a few chosen as Haruspex that divine her will and pass it to the rest of the truly faithful. Those claiming manhood are charged with providing the raw material for the Great Mother’s works: Raiders take from the weak so that the Brood may survive another day, commanded by Fathers who are often the most dangerous of all the Brood Mother’s servants but must bow to the will of any maiden, mother or haruspex that has been granted her mark. The Brood Mother cares not for true birth, but rather what an individual aspires to accomplish in her name.
